Major General Jeffrey L. Bailey was commissioned from Officer Candidate School in February 1984. His military education includes training at the Infantry Officer Basic Course, the Infantry Officer Advance Course, the United States Army Command and General Staff College, and the National War College. He holds a Masters of Science in Management from Central Michigan University and a Masters Degree in National Security Strategy from the National Defense University.

Major General Bailey's military service includes tactical assignments to the Berlin Brigade; 75th Ranger Regiment; 4th Infantry Division; 82d Airborne Division; 101st Airborne Division (Air Assault); and the XVIII Airborne Corps.

His duty in the Light, Air Assault, Ranger, Airborne and Mechanized infantry assignments include service as a Rifle Platoon Leader, Mortar Platoon Leader, Battalion S-3, Brigade S-3 and Corps G3. In addition to commanding two companies and two battalions, he served as Commander, 2nd BCT, 82d Airborne Division. His most recent assignments were at the 4th Infantry Division, where he was the DCG for Maneuver, and at FORSCOM, where he was the G3/5/7. Major General Bailey assumed command of First Army Division East on Aug. 26, 2013.

Major General Bailey's awards, badges, and decorations include the Legion of Merit; Bronze Star; Defense Meritorious Service Medal; the Meritorious Service Medal; the Army Commendation Medal; Joint Achievement Medal; Army Achievement Medal; Global War On Terrorism Service and Expeditionary Medals; Army Occupation Medal; National Defense Service Medal; Humanitarian Service Medal; Multinational Forces and Observers Medal; Valorous Unit Award; Combat Infantry Badge; Expert Infantry Badge; Master Parachutist Badge (with Jump Star); Ranger Tab and the Air Assault Badge.
