WEBVTT 00:10.920 --> 00:12.976 Air Force doctrine describes mission 00:12.976 --> 00:15.239 command as a philosophy of leadership 00:15.250 --> 00:17.659 that empowers airmen to operate in 00:17.670 --> 00:20.149 uncertain complex and rapidly changing 00:20.159 --> 00:22.350 environments through trust , shared 00:22.360 --> 00:24.180 awareness and understanding of 00:24.190 --> 00:26.579 commander's intent . The name of the 00:26.590 --> 00:29.940 game today is speed and speed wins in 00:29.950 --> 00:32.006 the modern fight . So the reason why 00:32.006 --> 00:34.172 mission command is relevant is because 00:34.172 --> 00:36.394 you have to know one what's expected of 00:36.394 --> 00:38.617 you , we call that commander's intent . 00:38.617 --> 00:38.340 Two , you have to have shared 00:38.349 --> 00:40.238 understanding to know what you're 00:40.238 --> 00:42.460 expected to do when we call a game play 00:42.460 --> 00:44.571 or we change the game plan . And then 00:44.571 --> 00:46.682 three , you have to have mutual trust 00:46.682 --> 00:48.849 to be able to make decisions , to know 00:48.849 --> 00:48.599 that one , someone's gonna have your 00:48.610 --> 00:50.900 back , especially if you take on risk . 00:51.279 --> 00:53.279 Um And to be able to persevere when 00:53.279 --> 00:55.501 times get hard as a leader , you know , 00:55.501 --> 00:57.612 this responsibility of that leader to 00:57.612 --> 00:59.723 give what I want that outcome or that 00:59.723 --> 01:01.779 desired outcome to be . And then you 01:01.779 --> 01:03.835 give space and some clear parameters 01:03.835 --> 01:06.057 for those individuals to operate within 01:06.129 --> 01:08.220 and you let them go and be creative 01:08.230 --> 01:10.341 with air and to be competent at their 01:10.341 --> 01:12.397 job , we need you to be good at what 01:12.397 --> 01:14.619 you do , we also need you to be good at 01:14.619 --> 01:16.730 expeditionary skills . So being ready 01:16.730 --> 01:18.952 to do a multitude of different types of 01:18.952 --> 01:21.063 tasks . So you may be an intelligence 01:21.063 --> 01:23.174 airman who's really good at providing 01:23.174 --> 01:25.341 intelligence assessments , but you may 01:25.341 --> 01:27.589 also have to help set up a tent city or 01:27.599 --> 01:29.655 man a defensive fighting position or 01:29.655 --> 01:32.339 load weapons onto an aircraft . We also 01:32.349 --> 01:34.949 need airmen to be willing to take 01:35.139 --> 01:38.250 calculated risks , small risks on 01:38.260 --> 01:40.427 behalf of their commanders . If you're 01:40.427 --> 01:42.371 not building daily trust with your 01:42.371 --> 01:44.371 personnel , you will not be able to 01:44.371 --> 01:46.427 execute mission command under fire . 01:46.427 --> 01:48.538 Let's look at a real world example of 01:48.538 --> 01:50.704 mission command . There are many great 01:50.704 --> 01:52.593 examples of mission command . One 01:52.593 --> 01:54.649 example at the squadron level is the 01:54.649 --> 01:56.871 20th Special Operations squadron led by 01:56.871 --> 01:58.982 then Lieutenant Colonel Webb in their 01:58.982 --> 02:01.038 response to the attacks in the World 02:01.038 --> 02:03.316 Trade centers on September 11th , 2001 , 02:03.316 --> 02:05.371 the 20th Special Operations squadron 02:05.371 --> 02:05.319 was training on the east coast with 02:05.330 --> 02:07.163 their mh 53 helicopters when the 02:07.163 --> 02:09.274 attacks took place in response to the 02:09.274 --> 02:11.274 attacks . Lieutenant Colonel Webb's 02:11.274 --> 02:13.052 squadron was ordered to go help 02:13.052 --> 02:15.108 Americans that was their commander's 02:15.108 --> 02:17.520 intent for the next seven days . The 02:17.529 --> 02:19.585 20th Special Operations squadron did 02:19.585 --> 02:22.039 just that helped Americans flying 02:22.050 --> 02:24.106 rescue missions over the World Trade 02:24.106 --> 02:26.440 Center site and coordinating emergency 02:26.449 --> 02:28.449 response with the Federal Emergency 02:28.449 --> 02:30.560 Management agency . They did not need 02:30.560 --> 02:32.727 an air tasking order or other guidance 02:32.727 --> 02:34.671 from a senior leader . They simply 02:34.671 --> 02:36.949 needed to go help Americans , you know , 02:36.949 --> 02:39.380 we cannot just have , um , situations 02:39.389 --> 02:41.222 to where , when they rehearse or 02:41.222 --> 02:43.333 practice at home , that it looks that 02:43.333 --> 02:45.445 radically different than what they're 02:45.445 --> 02:45.190 gonna experience when it's , when it's 02:45.199 --> 02:47.421 game day or in the combat environment . 02:47.449 --> 02:49.560 And so I think the , everything we're 02:49.560 --> 02:51.560 talking about in terms of exercises 02:51.560 --> 02:53.727 that can be a part of both locally and 02:53.727 --> 02:55.838 large scale exercises . There's gonna 02:55.838 --> 02:55.770 be a big shift in the coming year where 02:55.779 --> 02:57.779 people again , we're not just gonna 02:57.779 --> 02:59.723 talk about mission command . We're 02:59.723 --> 03:01.890 actually gonna do it and practice it . 03:01.890 --> 03:03.946 And I think that's what you're gonna 03:03.946 --> 03:06.057 see a shift on and that will probably 03:06.057 --> 03:05.750 look a little bit different than what 03:05.759 --> 03:07.426 you see in terms of home base 03:07.426 --> 03:09.481 operations . But we're gonna have to 03:09.481 --> 03:11.537 balance it much more in the where we 03:11.537 --> 03:13.481 are today because right now airmen 03:13.481 --> 03:13.059 aren't really practicing those kind of 03:13.070 --> 03:15.070 things until they get closer to the 03:15.070 --> 03:17.237 fight . Now , let's look at an example 03:17.237 --> 03:19.070 of how the force is training and 03:19.070 --> 03:21.292 educating airmen on mission command and 03:21.292 --> 03:23.514 how to effectively employ principles of 03:23.514 --> 03:25.626 mission command in daily operations . 03:26.000 --> 03:28.940 COVID shocked the world but not enough 03:28.949 --> 03:31.005 to where basic training had to close 03:31.005 --> 03:33.110 down shop . We were one of the only 03:33.119 --> 03:35.630 military branches to continuously push 03:35.639 --> 03:38.779 personnel through . We were able to do 03:38.789 --> 03:40.733 that because the military training 03:40.733 --> 03:42.919 instructors and staff at Lackland were 03:42.929 --> 03:45.110 able to pivot and come up with ideas . 03:45.369 --> 03:47.199 For example , the trainees were 03:47.210 --> 03:50.059 required to be 6 ft apart . So the MTIS 03:50.070 --> 03:52.181 came up with a way to march them 6 ft 03:52.181 --> 03:54.360 apart . They were in columns of twos , 03:54.369 --> 03:58.160 6 ft interval and 6 ft distance . COVID 03:58.169 --> 04:00.002 really taught BMT how to be very 04:00.002 --> 04:02.225 flexible and how to better operate with 04:02.225 --> 04:05.070 acceptable calculated risk . It's 04:05.080 --> 04:07.302 training , it's gonna be hard , but the 04:07.302 --> 04:09.136 force has to prepare as it looks 04:09.136 --> 04:11.649 forward into the theater of G PC . And 04:11.660 --> 04:13.827 what could happen in future conflict . 04:14.300 --> 04:16.519 Airmen need to know what is at stake . 04:16.589 --> 04:18.645 And if they do not train with risk , 04:18.645 --> 04:20.700 how will they deal with situations ? 04:20.700 --> 04:22.756 Far more dangerous and costly in the 04:22.756 --> 04:25.519 real world ? This was a brief look at 04:25.529 --> 04:27.850 what mission command is , what it looks 04:27.859 --> 04:29.869 like in execution and how we're 04:29.880 --> 04:31.936 training people to operate with this 04:31.936 --> 04:34.820 leadership philosophy in mind .
